(1.) Raw opium. Production and distribution to be controlled by legislation; ports of importation and exportation to be limited; measures to be taken to prevent exportation to countries which prohibit import, and to control exportation to countries which subject importation to conditions; importation and exportation is only to be carried on through duly authorised persons.

(2.) Prepared opium. Measures to be taken for the gradual and effective suppression of its manufacture, distribution, and consumption, subject to local conditions; importation and exportation to be prohibited. (This is subject to reservation by British delegates that no interference will be caused in the arrangements for the preparation and distribution of prepared opium now in force in Malay Peninsula or elsewhere in His Majesty's dominions.)

(3.) Morphine, cocaine, &c. Legislation to be passed to restrict use of drugs to legitimate medical purposes, and to limit mauufacture to licensed persons. Sellers, dealers, and exporters must be licensed, and their books open to inspection. Exportation only to be allowed when consiguee has received an official permit to import from the Government of importing country.

It is proposed to sign convention on the 8th January, and it is considered essential that the British delegates' signature should bind your Government. In my judgment there is nothing in the convention to which exception can be taken.

His Majesty's Government purpose to sign and to adhere on behalf of your Goverment unless very strong reasons against.

Governor of the Straits Settlements to Mr. Harcourt.

January 6, 1912. IN reply to your cypher telegram of the 3rd January, no objection to the signing of the convention, but as it is proposed to supply British North Borneo and Labuan next year, and possibly Kelantan, Trengganu, and Sarawak later on, I would suggest that the reservation should be enlarged to cover this.
